The Good Economy is delighted to announce that ECF (formerly English Cities Fund) has joined our Place-Based Impact Investing (PBII) Network, which we co-host with The Institute of Economic Development and the Impact Investing Institute.
ECF
As a partnership between the country’s leading regeneration and investment organisations, ECF is made up of Homes England, Legal & General, and Muse. ECF works with local councils, landowners, and communities to create great places, bringing together investment, regeneration expertise and long-term commitment to shape our towns and cities for the better.
Sir Michael Lyons, Chair of ECF, “The purpose of ECF is to drive regeneration in areas which have been left behind by traditional approaches. Our unique partnership made up of Homes England, Legal & General, and Muse will offer a compelling perspective to the PBII Network.
“Of course, we must always learn from others, whether from dynamic local authority partners, or other sector leaders. Joining the PBII Network gives us the opportunity to do just that, shaping the future of regeneration.”
Syreeta Bayne, Head of Social Value and Sustainability at Muse, “To ensure regeneration remains a driver of positive change across the country, it’s important we work across the industry to share best practice.
“Working with our partners, we see how genuine place-making can transform communities and deliver social value far beyond physical buildings. ECF can make a valuable contribution to the Place-Based Impact Investing Network, and the change it will support.”
Mark Hepworth, co-Founder and Director of Policy and Research, The Good Economy: “The UK’s investment challenges have become a cause for concern across the economy, public services and the environment. To meet these challenges, institutional capital must become a positive driver of change. This means paving the way for private capital to step up, work with local stakeholders and deliver place-based social and environmental impact everywhere in the country. Driven by the success of the PBII Innovation Labs, our ambition for the PBII Network is to make this scenario a reality and the addition of ECF will assist us in shaping and catalysing the PBII market.”
PBII Network
The PBII Network is a pioneering collaboration between local authorities and institutional investors that builds on the findings and conceptual model of PBII presented the landmark 2021 White Paper Scaling Up Institutional Investment for Place-Based Impact.

What Does the PBII Network Do?
The overarching objective of the PBII Network is to create a trusted environment where local authorities and specialist investment managers can meet for knowledge sharing, mutual learning and the development of innovative financing solutions to scale-up institutional investment as a force for good in helping places across the UK achieve local economic resilience, prosperity and sustainable development.
The PBII Network acts as a knowledge community to catalyse the diffusion of innovative PBII approaches and provide a voice for local government and private investors to influence market and policy developments. To date The Good Economy has convened three highly successful roundtables each designed to foster collaboration to address key pillars of the PBII model – affordable housing, natural capital and health.
